Knowledge relay is the crucial process of knowledge management in Transformation of Scientific and Technological Achievements of Defense Industry （TSTADI）. This paper clarifies the connotation, goal and function of knowledge relay, constructs its conduction, convection and radiation modes, and finally describes its implemendug approach from the perspectives of technical standard amalgamation, knowledge resources integration and information platform construction. The paper provides the cornerstone for the implementation of knowledge management in TSTADI, and is of great guidance significance in promoting TSTADI.
