依据我国现行法律规定及目前医疗行为鉴定人员及机构的状况,认为医学会是医疗行为鉴定的惟一合法机构;从构建和谐医患关系的高度,认为提升医学会鉴定结论可信度具有必要性及紧迫性,提出了医学会鉴定结论可信度提升的原则与方法,以及进一步明确医学会为惟一鉴定机构的立法思想。

According to the current law and status of medical behavior identification staff and institute, Medical association is the unique legal institute to identify medical behavior. By the view of establishing harmonious hospital patient relationship, it is urgent and necessary to improve the reliability of medical behavior identification. The principles and methods for improving medical behavior identification are discussed and the legislation thought of Medical Association is the unique legal institute to identify medical behavior is presented.
