焉耆盆地石油勘探开发以“两新两高”为指针，实行新的管理体制．本文结合焉耆勘探新体制运作的实际情况，较为系统地论述了新体制的内容、特点，以及新体制实施后取得的成效，并就进一步完善新体制提出了建议。

New system and new technology,high level and highbenefit' is taken as a guiding principle for petroleumexploration and development in Yanqi Basin and a newmanagement system is carried out. According to the actualsituations,this paper systematically discusses the contentsand features of the new system and the success achievedand presents proposals for further improving.
