Challenges Confronting " Basic Health Protection for All ":Three Disorders within Development of Health Security System in China

"病有所医"是解决我国社会建设的关键问题之一。国内外实践经验表明,"病有所医"实现的载体是健全完善的健康保障系统,建立并逐步完善健康保障系统是实现"病有所医"的制度性保证。文章通过理论分析提出了实现"病有所医"面临的挑战来自健康保障系统发展的三个失衡,即:发展观的事实判断与价值判断之间的失衡;健康保障系统发展与宏观经济发展之间的失衡;健康保障系统内部要素配置与结构关系之间的失衡。

＂Health Protection for All＂ （HPFA） is a critical issue for tackling social problems in China. Empirical experiences from the international society indicated that HPFA relies on robust health security system. Establishing and continuing to improve health security system is the institutional promise for HPFA. Through theoretical analysis, the authors argued that the major challenges confronting HPFA are three disorders within the development of health security system in China. These disorders are： unbalance between reality judgment and value judgment in development philosophy, unbalance between the development of health security system and that of macro-economic system, and unbalance between elements deployment and structural relationship in health security system.
