2008年全国社区卫生服务体系建设重点联系城市工作进展情况分析

Progress Analysis on Community Healy Service System Construction in the Key Relational Experimental Cities in 2008

通过召开专题研讨会、片区经验交流会、开展现场考察并分析各城市汇报材料,对全国社区卫生服务体系建设重点联系城市工作进展进行了初步总结。发现各重点联系城市通过完善政策体系、加大财政投入、加强人才队伍和制度建设、探索收支管理机制和药品管理制度、推进相关制度衔接以及完善服务功能和内容,大部分重点联系城市社区卫生服务体系建设已基本完成,进入内涵建设阶段。这些城市群众"看病难、看病贵"问题得到初步缓解,社区卫生服务网底优势逐步显现。但还有部分重点联系城市体系建设进展相对缓慢,需要进一步加强社区卫生服务体系建设、推行运行机制改革措施、加强管理能力建设和深化社区卫生服务内涵和功能。

Through conducting seminars and experience-sharing workshops, carrying out field surveys in pilot cities and analyzing the reporting materials, experiences were drawn and summarized from pilot cities. Most pilot cities have taken effective measures in community health service system construction, including improving policy system, increasing financial input, strengthening personnel and institutional building, exploring management system for revenues and expenditures, promoting effective functional relationships of relevant systems, and improving the performance of community health service. The construction of community health service system has been completed in most pilot cities; but in some other cities, there is still a way to go in further strengthening the system construction.
