Study on the Financial Performance Comprehensive Evaluation of New Rural Cooperative Medical Scheme

文章以系统论为指导,建立一套科学、合理的新型农村合作医疗财务绩效评价指标体系,使得新型农村合作医疗财务绩效评价有了科学的依据。并尝试引入灰色系统理论进行实证研究,提高了结论的可靠性和可信度;提出了提高新型农村合作医疗保障水平和建立政府筹资制度保证机制,以及提高基金平均补偿比和门诊平均补偿比等的对策和政策建议。

In order to establish a scientific and rational financial performance comprehensive evaluation system of New Rural Cooperative Medical Scheme （NCMS） on the guidance of system theory, and to provide scientific basis to financial performance comprehensive evaluation of NCMS. We enhance the reliability and credibility of the results by using the Grey System Theory and put forward countermeasure and policy recommendation to improve guarantee of NCMS, establish government funding based guarantee mechanism, increase average compensation ratio of both in inpatient and outpatient.
