浅谈行政管理体制的改革与服务型政府的建设

Reform of Administrative System and Construction of Service Government

服务型政府的实质,是政府在职能和工作方式上的一次根本性转型,是对传统行政管理范式的革命性突破,是政府体制改革的基础性工程。建设服务型政府是由我国人民政府性质决定和贯彻落实科学发展观的必然要求。要建设服务型政府必须转变政府职能;简化与整合政府的职能部门;提高政府效率;建立监督机制。

Service government, an essential change of government in functions and work styles as well as basis of government system reform, makes a great breakthrough into traditional administration pattern. Establishing service government inevitably satisfies the demand of scientific development concept. Measures such as changing government functions, simplifying government functional institutions, raising government working efficiency, establishing supervision system have to be taken in constrneting service government.
