日本防灾公园的规划设计及实践

Planning Design and Practice of Disaster Prevention Park in Japan

在日本,对于防灾公园的认识及有效利用已经深入人心。防灾公园的网络化规划原则是城市总体层面有效应对灾害发生后赈灾活动的有力保证。防灾公园在不同赈灾阶段的空间利用,以及公园平时利用与灾害利用时设施功能的转换均为规划设计层面的要点。防灾公园的市民宣传是规划设计工作之外不可或缺的重要环节。本文主要从防灾公园的网络化规划、公园错时利用规划及防灾公园专项设施规划等方面探讨日本防灾公园的规划设计,为我国防灾避险规划设计提供实践经验。

Disaster Prevention Park as well as its efficient utilization is well acknowledged and deeply filtered into Japanese minds. The 'Network' planning principle could make the Park to response for disaster control availably and provide strong guarantee for relief after the disaster at the thorough city level. In addition, at the different stages for disaster relief, the space utilization, usual employment of the Park, and the function transform at the disaster time are essential issues during the planning design of Disaster Prevention Park. Besides, it is also important and indispensible to deal with the propaganda work to the public during the Park design. This paper is trying to find the practice experience for China's planning design, especially from aspects of network planning and staggered planning of disaster prevention parks in Japan.
