广州市贫困人口医疗救助发展状况及其政策建议

The Development of Medical Assistance for the Poor Population in Guangzhou City and Policy Suggestions

阐述了广州市贫困人口医疗救助制度发展状况,得出当前广州市医疗救助尚未对外地户口弱势人群开放、资金筹资缺乏自然增长机制、资金结余率较高等结论。提出加强信息化建设、提高救助效率和资金利用率、加强宣传力度、提高知晓率、强化队伍建设、提升业务能力和服务水平、整合各种医疗救助资源、构建医疗救助网等建议。

Described the development of medical assistance system for the poor population in Guangzhou city,concluded that the medical assistance had not covered the floating weak crowed in Guangzhou city yet,fund raising was lack of natural growth mechanism,the rate of fund surplus was relatively high.Some suggestions were given out in this paper,such as strengthening information construction,increasing assistance efficiency and utilization rate of fund,aggrandizing propaganda,improving awareness rate,enhancing team construction,promoting professional ability and service level,integrating various medical assistance resources and building network of medical assistance.
