大学科研评价的误区与改革

Misunderstandings and reform on scientific research evaluation of universities in China

借鉴日本大学科研管理经验,对我国大学科研管理工作尤其是人文社会科学科研评价过程中存在的一些问题进行了探讨。目前,我国科研管理体制十分重视量化管理,但由于科学研究的高度抽象性,会导致科学研究在一定程度上的逆向选择。因此,我国亟待确立学术组织的业内专家评议制度。科研管理应该更加尊重科学和科研人员自身的规律,对人文社会科学领域尤其如此。

This paper studies some issues in the field of scientific research evaluation on Chinese universities,especially in the field of humanities and social science,and uses the experience of Japanese universities for reference.Quantitative management is considered to be important,while this way may also result in adverse selection to some extent in scientific study because of the abstraction of scientific research.Therefore,it is necessary to set up a peer evaluation system in academic organizations.The paper also suggests that scientific research management should respect the law of science and researchers,especially in the filed of humanities and social science.
