国外家用节能技术开发与应用的经验及启示

Experience and Enlightenment from Development and Application of Home Energy Conservation Technology in Foreign Countries

发达国家通过立法保护节能技术开发、政策扶持节能技术创新、探索创新节能管理方式、宣传推广家用节能产品,形成了相对成熟的节能技术开发应用保障体系。借鉴此种经验,我国应从完善激励约束机制、加大技术自主创新与国外引进力度、促进节能理念推广和产品应用普及、发挥政府与市场的双重作用等方面入手,推进家用节能技术开发与应用,支持资源节约型、环境友好型社会的构建。

Developed countries have formed a relatively mature security system of technology development and application of energy-saving through legislation to protect energy-saving technologies developed,policies to support energy-saving technological innovation,exploring new ways of energy conservation management,and promotion of home energy-saving products.Learning from these experiences and practices,China should improve incentive and constraint mechanism,increase the intensity of technical innovation and introduction from foreign countries,promote the popularization of energy-saving ideas and the universal application on products,play a dual role of government and market in order to promote the development and application of household energy-saving technologies and support the construction of a resource-saving and environment-friendly society.
