生态集约型城市应是一座建立在轨道交通基础上的功能集聚、中心突出、生态宜居的现代城市。淮安新城概念规划基于构建生态集约型城市的目标,以中心集聚、交通便利、紧凑开敞和环境宜居为原则,建立圈层分布的多点格局,重点是将绿色空间渗透到城市中,并强调公共开放空间系统的重要性。

Ecologically compact city is based on rail transit and has congregational functions,clear center,and ecological environment.Huai'an new city conceptual planning is based on ecologically compact development concept,sticks to central concentration,convenient transportation,compact development,livable environment principles,sets up multi-nucleus ring layout,incorporates green space into city,and stresses public open space system development.
