摘要
西气东输二线工程,中国石油天然气管道局是EPC总承包单位,EPC项目管理实施了项目部—项目分部两级管理模式。文章结合西气东输二线西段甘肃分部的管理,重点阐述了其管理特点、职责、进度、质量控制、HSE管理等做法。EPC管理模式经过多项工程实践,其分部管理与协调职能日趋成熟,对加强施工现场进度、质量、HSE管理的有效控制,提高EPC项目的执行力,起到了重要的保证作用。
China Petroleum Pipeline Bureau implements the two-level management mode in EPC project management of West Section of Second West to East Gas Pipeline Project, i.e. the project department management and the project division management. The project management characteristics, responsibility, schedule, quality control and HSE of Gangsu division are introduced. Its divisional management and coordination functions are becoming mature more and more and playing an important role in effectively controlling construction schedule, quality and HSE management as well as in boosting EPC project execution ability.
