摘要
目的探讨工业园区企业职业卫生管理模式。方法用现场职业卫生学调查法进行调查,对两个工业园区采用不同监管模式,一家以卫生监督部门单独管理,另一家以卫生监督部门与工业区管委会联合管理模式,分析监管半年后企业有关职业卫生管理状况,评价两种监管模式的优劣。结果(1)两个工业区涉及职业病危害企业100家,涉及职业病危害因素32种,接触职业病危害劳动者2716人;(2)企业法定代表人接受职业卫生知识培训率平均为69.00%,联合管理组较高为88.46%;(3)职业病危害项目申报率平均为82.00%,工作场所职业病危害因素检测点合格率平均为95.69%,两组比较差异无显著性;(4)职业健康检查受检率、工作场所职业病危害因素检测率、个人防护用品发放率联合管理组较高,分别为: 83.21%、67.31%、88.46%。结论联合管理模式可以利于企业加强自律管理意识,提高卫生监督机构工作效率。
Objective To explore the appropriate way to the industrial zones in the Jinshan District.. Methods The supervise the occupational health work of the enterprises in enterprises in two industrial zones were supervised on the occupational health work single by the Institute of Health Inspection and Supervision or by the Institute of Health Inspection and Supervision combined with the leader of industrial zone, respectively. Half of year later, the occupational health work of enterprises was assessed to evaluate these two supervision ways. Results (1) 2716 workers in 100 enterprises in these two industrial zones have exposure to 32 kinds of occupational hazards. (2) 88.46% enterprise leader in the combined supervision zone received the training on occupational health while 47.92% in the single supervision zone. (3) The rate of declaration of occupational hazards and compliance rate of monitoring of occupational hazards at workplaces were similar in these two zones. (4) However, the high ratio of exposed workers received the occupational health surveillance, the monitoring of occupational hazards at the workplace and use of personal protective equipment were found in the combined supervision zone and they were 83.21%, 67.31% and 88.46%, respectively. Conclusion Joint management can enhance the sense of self-management of enterprise leaders and improve the health supervision efficiency.
