Technical Method of Designing Emission Trading Program

排污交易政策设计的简洁性、可行性、高效性、公平性、透明性和长效性是决定排污交易计划是否取得成功、能否最大程度发挥效应的基本要求。在充分借鉴国外排污交易设计经验的基础上,结合我国排污交易政策制定的需求,针对排污交易制度设计中的核心体系,系统探讨了排污交易设计原则、设计规则以及综合信息系统建设、排污交易实施与管理等方法,为排污交易制度在我国的全面发展提供技术支持。

Emission trading program had already been accepted and then become an effective method to promote economic and environmental coordinated development by market mechanism since the 1970s.It was designed from basic principles such as the conciseness,the feasibility,the high-efficient quality,the equity,the transparency and the long-term mechanism.These were the key to implement the 'cap-and-trade' policy successfully and get the best effect.Based on the foreign experience and policy-making requirement in China,the technical methods of the core system were discussed in this paper,including design principles,design rules,the construction of comprehensive information system,implementation and management of the cap-and-trade.The research provides technical support for all-round development of the emission trading program in China in the future.
