资源型城市工业规划的环境基线空间评价方法——以鄂尔多斯市主导产业发展规划环评为例 被引量:3

摘要 为解决城市发展与环境保护之间日益尖锐的矛盾,资源型城市规划和工业发展应严格落实科学发展观。文章通过剖析城市发展的资源、生态、环境等制约因素及其承载能力,提出了评价城市工业发展环境合理性的环境基线空间评价理论,结合环境友好和资源节约的科学发展要求,构建了承载力增值和环境空间占用率两项评估标准及其评价指标体系。在此基础上,针对资源型城市发展的特点和环境保护重点,建立了资源型城市工业发展规划环评的环境基线空间评价方法,并将其应用于鄂尔多斯市主导产业发展规划环境影响评价,对规划实施的潜在环境影响进行了系统分析和综合评价,并据此提出了规划方案的优化调整建议。 In order to solve the increasing contradictions between city development and environmental protection,the industrial development planning of resource-based cities should strictly implement the concept of Scientific Development. This article proposed the assessment theory of Environmental baseline space(EBS) to evaluate the environmental rationality of city industrial development by analyzing the constraining factors of resource,ecology,environment,and the capacity of cities. Combined with scientific development demand of the environment friendly and resource saving,this article constructed two assessment criteria of the value-added capacity and the occupancy rate of environment space,and relevant evaluation index system. On the basis of these all,environmental baseline space(EBS) assessment method for the PEIA of cities development was established,according to the characteristics of the resource-based city industrial development and focus of environment protection. It was applied in PEIA of the Pillar Industry Development Planning of Ordos City,Inner Mongolia Autonomous Region. Based on the systematically analysis and comprehensively evaluation of the potential environment impact of the plan implementing,then put forward the advice of optimized adjustment of planning projects.
