摘要
文章以深港西部通道工程为典型案例,研究了在大型跨境工程的建设和营运过程中,以环境管理一体化为目标的环境标准协调问题。对比分析了深圳和香港两地在大气环境、声环境、水环境、生态环境管理中所执行的污染物排放标准和环境质量标准的异同,并探讨了大型跨境工程实施环境标准协调依据、协调范围和协调原则。研究表明,环境标准的一体化应以跨境环境影响的预测作为基础和依据。在符合各自法律准则要求的前提下,应以趋向严格的原则,对可能形成跨境环境影响的污染物排放和环境质量指标进行协调,建立统一的标准,有利于跨境工程的环境保护一体化管理目标的实现。
This paper discusses management integration oriented environmental standards coordination of large-scale cross-border projects during both construction and operation periods. Shenzhen-Hong Kong Western Corridor project is taken as a case study. This compares emission standards and environmental quality standards of Shenzhen and Hong Kong in atmospheric,acoustic,water,and ecological environment management,and discusses coordination basis,scope,and principle of large-scale cross-border projects. Research outcomes show that the integration of environmental standards should be based on cross-border environmental impact forecast. Based on the premise that emission standards and environmental quality standards all conform to the legal requirements,stricter-tendency principle should be practiced in choosing and coordinating the uniform standards,to establish unified environmental management standards of cross-border projects finally.
