减少对大气碳排放是减缓气候变化的一项重要措施。建设低碳城市可以从推进工业节能减排减碳、发展低碳技术、加快淘汰落后产能、遏制高耗能产业无序扩张、提高城市的生态碳汇、转变生活方式、加强低碳技术与人才储备、健全碳管理法律法规、完善碳信息、传播低碳理念等方面展开。

Reduction of carbon emission is a significant measure to control climate change. It is appropriate to build a low-carbon city from lots of aspects,including facilitating industrial-energy saving and carbon emission reduction,developing low-carbon technology,accelerating the elimination of backward production facilities,controlling out-of-order development of high energy use industry,increasing city carbon sink,changing life style,strengthen low-carbon technology and personnel reserve,consummating carbon management rules and laws,consummating carbon information,spreading low-carbon idea,and so on.
