港口国监督与船上管理的关系

为保障海上航行安全,各港口国根据国际公约、决议以及本国的法律、法规对进入其港口的外国籍船舶实施港口国监督检查越来越频繁,滞留的船舶越来越多,对船舶正常营运产生的影响也越来越大.为提高船上管理水平,应对各港口国的监督检查,减少滞留,船公司不断的改进船上管理工作.船上管理工作的不断提高,对港口国监督检查提出更高的要求,双方互相促进,对船上管理水平的提高与维护辖区水域安全所起的作用越来越明显,因此进入良性循环状态.

To ensure safety of marine traffic,port states in accordance with international conventions,regional agreements,as well as national laws and regulations on foreign ships entering their ports more frequent inspections of port state control,more and more ship are detained,to influence the ships normal transport business bigger and bigger.In order to enhance level of management on ship,answers various port state control inspector at each port,reduces detained,the ship company unceasingly to improve on the level of management on ship by any means possible to answer port state control officer inspection in each port.As the level of management on ship further enhance,proposed to port state control officer general inspection a higher request, both sides promote mutually,the management level enhancement and maintaining the role to the ship on which the area of jurisdiction waters security plays more and more to be also obvious,enters the condition of virtuous cycle.
