This paper analyzes the main content and characteristics of the 2009 Hong Kong ship recycling convention,and discusses the necessity for China to ratify the convention,then discusses the main problems in ship recycling of China,and finally puts forward some suggestion and countermeasures for effective implementation and enforcement of the Hong Kong convention.
