基于产业阶梯模型(ILM)的中国铁矿石资源产业战略研究框架刍议

CHINA'S IRON ORE RESOURCE INDUSTRY STRATEGY BASED ON INDUSTRIAL LADDER MODEL

铁矿石是工业的粮食,作为一种不可再生资源,是影响我国经济持续发展的关键因素之一。铁矿石资源产业作为一个庞大而重要的国民经济产业体系,其战略地位不言而喻。本文通过构建一般产业发展的阶梯模型(ILM),提出了基础层战略、扩展层战略、顶点战略3个层次,分析了层次间的内在关系,并根据模型对我国铁矿石资源产业的战略框架进行了探索性研究。

As a non-renewable resource and the food of industry,iron ore is one of the key factors of affecting China's sustainable economic development.Iron ore resource is a large and important national industrial system,having an important strategic position.This paper,based on industrial ladder model(ILM),presents three hierarchies,basic strategy,extension strategy and summit strategy,analyzes their inner relation,and works out a preliminary strategy for China's iron ore resource.
