煤炭资源有偿使用制度,是实现煤炭资源国家所有权的根本制度。2006年,国家开展深化煤炭资源有偿使用制度改革试点工作。本文回顾了煤炭资源有偿使用制度改革历程,介绍了改革试点的总体思路、主要内容和措施等,总结了试点改革的实施效果,并提出了进一步完善煤炭资源有偿使用制度改革的建议。

coal resources usage system of compensated is a basic system for achieving coal resources state ownership.The country has developed the pilot job,which reforming the coal resources usage system of compensated reformation.This article retrospected the coal resources usage system of compensated reform course,introduced general concept,main point and measures of reform experimentation, summarized the practical results of reform experimentation,and offered a proposal of further improving coal resources usage system of compensated reformation.
