Is this a test of the African Union’s clout? AS Africa focuses on Cote d’Ivoire,the permutations are beginning to temper with what would otherwise be the norm.With an election that has produced two presidential candidates who have gone into a re-run and eventually inaugurated themselves as the substantive leader,a paradox is unfolding.
