摘要
目的预测2010~2015年中国卫生人力配置公平性的状况,为卫生部门合理规划卫生人力资源提供参考。方法以1989~2008年相关数据为依据,使用时间序列、基尼系数和洛伦兹曲线对2010~2015年卫生人力配置公平趋势进行预测分析。结果 2010~2015年,基于人口分布的卫生人力基尼系数由0.116124持续上升到0.216802,基于经济水平的卫生人力基尼系数由0.385928上升到0.429826。结论未来中国卫生人力分布公平性有降低趋势,人口规模和经济发展水平共同影响到未来卫生人力的合理配置。今后要保证卫生人力资源的适当增长,加大对不发达地区的资金支持,吸引和鼓励高质量的卫生人力向经济不发达地区转移。
Objectives To provide health department with useful information by predicting the distribution equity of health manpower in China from 2010 to 2015.Methods Time-series model,Gini coefficient and Lorenz curve are used on the base of relevant data from 1989 to 2008.Results The distribution equity is decreasing year by year in China.Gpop varied from 0.116 124 in 2009 to 0.216 802 in 2015 and ge from 0.385 928 to 0.429 826.Conclusions There are cooperative action between population size and economic level to the reasonable allocation of doctors.The central government should maintain the proper increasing of doctors and increase investment to help set up a national development fund for health human resources.It is also necessary to attract and stabilize health human resources in underdeveloped areas.
