摘要
本文旨在从知识管理视角检视现有公共危机管理体系。基于台湾9.21地震个案,论文以"整合性危机管理系统"为框架,分析了公共危机管理的疏缓、准备、反应、复原等四大阶段,并提出了基于个案研究的"危机管理政策矩阵"。作者指出,在当前新治理时代下,主管部门的危机管理模式应该趋向于网络模式。
The paper,based on knowledge network,aims to rethinking the current public crisis management system.Based on the case of 9·21 Earthquake in Taiwan the author gives new implications to the four steps(including mitigation policy,preparedness policy,response policy,recovery policy)of public crisis management by using integrated emergency management system(IEMS).Then the author suggests a new intergovernmental crisis management policy matrix.The author also points the crisis management system should develop into a new network model in new governance times.
