Study on Eliminating the Effect of Exterior Factors to the Synthetic Evaluation of Telecommunication Corporations

各电信企业集团公司对省公司、省公司对地市公司经营效益进行综合评价时,为了反映各公司通过内部努力所达成的经营成果,以便保证综合评价的公正性与合理性,需要消除外部因素的影响。通过主成分分析法对外部因素进行科学的分析、化简,得出其影响程度,并对此影响予以消除。

As the Telecommunication Corporations make synthetic evaluation to their branch offices,in order to justly and rationally reflect their economic benefit which is achieved by the real effort,we should eliminate the effect of exterior factors.Through the method of PCA(Principle Component Analysis),we can scientifically analyze and simplify the effect of exterior factors.After that,we can get the score of exterior factors,and then eliminate their effects to the synthetic evaluation.
