On the Nature of Higher Education and the Scientific Management for Colleges and Universities

高等教育质量事关高校的生存与发展,高等教育质量主要依靠的是高等教育主体即高等学校去管理。从高等教育的本质上来理解高校管理,将有助于强化以质量为中心的高校管理。从历史和逻辑的维度看,高等教育本质在于教书育人和科学研究两个方面。高等学校的管理工作也必须从这两个方面加强管理的科学性,提升高校的教学和科研水平。

The quality of high education relies on the main body of higher education to manage, which has something with the existance and the development of colleges and universities. It is useful to strengthen the management and to centerlize the quanlity from the essence of the high education to understand the management. On basis of history and logic, the essence of high educaton is to impart knowledge and educate people and to research science. So the scientific management can lift the level of edcuation and research.
