论我国高等学校高等教育研究机构的发展

On Higher Education Research Institute Development of Chinese Universities

我国高校高等教育研究机构已经有30年的历史,从计划经济到市场经济,从高校的“条块管理”到“两级管理”,这对高校高等教育研究机构的发展都产生了重大的影响。我国高等教育研究机构设置的历史分为三个阶段,研究机构有三种类型。面对认识不足、研究经费投入不足和研究水平亟待提高等问题,以及新时期对高等教育研究机构提出的更高要求,我国高校高等教育研究机构必须改革。改革要找准着力点,要调整研究基础和方向,要培养高等教育研究队伍,要完善研究机构的运行与保障机制,要加强科研合作。

In our country,higher education research institutions attached to universities have got a history about thirty years,and the changes from planned economy to market one and from“section management”to“two-level management”have exerted a large influence on their development.Higher education research in- stitutions have three development stages and also three types.Confronted with such problems as insufficiency of cognition,shortage of research outlay investment and relatively poor research level as well as higher standards that the new times demands them,the institutions must be reformed.To reform them,it is re- quired to seek right the point where they exert themselves,to regulate their research base and direction,to cultivate ranks of higher education researchers,to consummate its circulation and security mechanism and strengthen scientific research cooperation.
