解决医生走穴问题的设想及相关法律问题探讨

Discussion on Doctor's Illegal Practice in Spare Time and Related Law Issues

医生群体受到职业地点等各方面的限制而不能自由流动,使得医疗资源分布不均,同时也造成了医生“走穴”的不良后果。在现行制度框架下,为更加有效地利用医生这一稀缺资源,提出了建立医疗技术咨询服务机构的设想,并对其可行性、组织形式,以及合同双方权利义务关系、责任分担等方面做了详细论述。

Doctors , restricted by various factors such as occupational locations,can't move around freely in our country. It makes the imbalance of our nation's medical resource distribution becoming worse, and doctors made fortunes by illegal practice in their spare time. At the present health system frameworks, in order to utilize the health persanel resources well, we suggest that the consultative service agency of medical technology should be established. We also discussed clearly here the necessity and feasibility of the agency estaslishment, two sides' rights and obligations of the contract.
