How to Understand the Independent Enrollment of HEls

高等学校招生改革应分"普招"和"特招"两个层面来展开。自主招生属于"特招"范畴。自主招生特别是面向那些具有创新精神的学生,而不是为成绩最好的学生而设的。它是"普招"的一种必要的补偿,在当前尤其应该是高校招生改革的重点,但不能期望把自主招生搞成高校招生的主流形式。

HEls enrollment would be divided in two different parts:General and specific enrollment.As a pattern of specific enrollment,innovation talents would be paid great attention in independent enrollment.It is not important whether a student is able to make excellent score in examinations.Specific enrollment is set up as a complement of general enrollment.It should be the key point of enrollment reform at the present time.Independent enrollment should not be spread to more HEls in rescent years,and it will not be recommended as a principal role in HEls enrollment.
