试论政府在国有企业改革中的职能定位

本文从政府和国有企业的内涵、相互关系出发,论证了政府在国有企业改革中应当履行的职能,提出了政府针对国有企业改革应执行的制定规则、保护幼稚产业和其他关系国计民生的产业、管理好国有资产、制定产业战略、提供公共产品等职能。

From the view of the relationship between state-owned enterprises and governments,this essay demonstrates the function of a government in the reform of state-owned enterprises,which is to establish regulations,protect immature industries and other industries tied to mass life,run state-owned assets,develop industrial strategy and provide public goods.
