完善的后续政策体系是退耕还林工程建设得以延续的重要保障。而后续政策的核心目标是激励各利益主体,使其保护好前期的建设成果,并继续推动林业生态建设。因此,要建立注重效益共享的退耕还林激励机制,引入市场机制增强退耕还林投资动力,分类制定退耕还林的补助政策和后续产业扶持政策。

A perfect follow-up policy system is an important guarantee for furthering the project of reforestation.The core aim of follow-up policy is to inspire all stake-holders to protect the achievements of early stage and to continuously promote forestry ecological construction.Therefore,it is required to establish a benefit-share-oriented incentive mechanism, introduce market mechanism to strengthen the investment drive for reforestation and formulate a subsidy policy and a follow-up industry support policy in classified manner.
