Analysis on the Block Factors and the Ways to Realize the Rule by Law in New Countryside Construction

新农村建设存在着法律意识、立法及执法多种法治阻滞因素,主要有市场发育、法律文化、村民自治三个方面的原因。新农村建设的法治实现要通过积极推动农村市场经济发展,培育农村法治基因;推动农村法律文化建构,强化农民法治意识;推动村民自治制度建设,构筑良好法治环境等途径。

There are many factors that block the implementation of rule by law in the course of new countryside construction,such as the factors of sense of law,legislation and law enforcement,which mainly influence three aspects: market development,legal culture and villager autonomy.We can achieve the rule by law through developing rural market economy to cultivate genes of it,promoting the constructions of legal culture and autonomous system in rural areas to strengthen peasants' sense of law and good environment for rule by law.
