On the Construction of"Three-North" Shelterbelt System Guided by the Concept of Scientific Development

三北防护林体系建设工程取得了辉煌成就。三北工程推进了我国防沙治沙事业的发展,改善了人居环境,拓宽了人们生存与发展空间,解决了农村“四料”俱缺问题,加快了农民脱贫步伐。以科学发展观指导三北防护林体系建设,一要确立科学的建设原则和技术路线;二要坚持分类指导,用体系思想总揽工程建设全局;三要坚持以人为本,用价值规律调动建设者的积极性;四要突出重点,抓好重点区域工程建设,使三北防护林体系建设切实转入全面、协调、可持续发展的轨道。

The 'Three-North' Shelterbelt project has achieved great success, promoting the development of work of sand prevention and control, improving the living environment, expanding the space for human's living and developing, solving the shortage of fuel, forage, fertilizer and wood, and speeding up the peasants' pace of alleviating poverty. To construct the 'Three-North' Shelterbelt System under the guidance of scientific development concept, the following should be performed to make it turn into a line of all-round, coordinated and sustainable development: 1. establish scientific principle of construction and technology route; 2. stick to the classified direction and command the overall situation through systematic ideology; 3. put people first and stimulate builders' initiative by the law of value; 4. grasp the priority regional project.
