科学发展观是中国共产党人对中国特色社会主义现代化建设规律的宏观把握,贯彻科学发展观则涉及到党员干部尤其是领导干部的党性问题。贯彻科学发展观首先要强化群众观念。正确处理好领导与群众之间的关系;还要强化大局观念,正确处理好中央与地方关系;更要强化统筹观念,正确处理好各方面关系。

The scientific concept of development which is the Chinese communists build the modernization of socialism with Chinese characteristics with Macro-control,and implementing the scientific concept of development is related to the party Cadres' spirit. Firstly,Carrying out the scientific concept of development should strengthen the Mass opinion,correctly handle the relations between leaders and the masses,but also strengthen the sense of the overall situation,correctly handle the relationship between the central and local,and should strengthen co-ordination concept,correctly handle the relationships.
