派出所作为国家基层政权组织的重要组成部分,是维护稳定、保证社会安宁的第一道防线,是打击犯罪、保护人民安全的第一线力量,是服务群众、为民排忧解难的重要窗口。因而派出所长素质的高低、能力的大小,直接影响着整个派出所的战斗力。因此,在当前"三基"工程建设中,要注重提高派出所长的"五种意识"、"六种能力"。
