System of marine accident investigation in China

针对中国海事调查现状,从海事调查立法、调查机构和调查官三方面研究中国海事调查体制.在比较美国、英国及其他国家海事调查体制基础上,分析制约中国海事调查发展的主要问题,指出独立海事调查的发展趋势,提出完善和推动海事调查进一步发展的建议,强调了值得中国借鉴的战略利益.

This paper discussed Chinese marine accident investi- gation from three aspects of legislation,organization and investi- gator,compared with that in America,England and other coun- tries from the view points of current system,and analyzed the main problems that restrict the development of Chinese marine accident investigation.The authors put forward some relevant suggestions to perfect Chinese marine accident investigation,and emphasize China's strategic interest worth our learning from.
