21世纪已经进入"健康第一"的指导思想时代,体育教学改革工作不断深化,自2002年国务院教育部先后出台了关于体育教学改革,学生体质健康标准等方针政策。在2006年底,教育部、国家体育总局下发了[2006]5号文件,关于进一步加强学校体育工作切实提高学生健康素质的意见。同时,教育部、国家体育总局、共青团中央又下发了关于开展亿万学生阳光体育活动的通知,充分的说明了党和国家对学生体质健康的关心和重视,这是对大学生在体育与健康课程方面的新要求,是新时期制定体育健康教学大纲的主要依据,为使学生身体素质真正达到《标准》的要求,本文针对如何实施与完善进行了研究与探讨。
