摘要
产权问题是民办教育制度建设的重点,只有建立积极有效的产权激励机制,才能促进民办教育健康发展。本文在对产权激励机制的所有权、收益权、退出机制三个构成要素作了分析后,提出民办教育制度安排的关键就是明晰产权激励政策,而民办学校是"公众产业",无论是存续过程的收益权,还是剩余财产分配权,都应相一致属于出资举办者。
The issue of property rights is the catch for the system formation of non-government education institutions. The establishment of an active and effective property rights incentive mechanism is almost the only way that can facilitate the healthy development of non-government education. After analyzing the three compo- nents of the property rights incentive mechanism, i.e. ownership, earning right and withdrawal mechanism, this article put forward the idea that the key to a reasonable non-government education system arrangement is to clarify the property rights and adopt an incentive policy. As non-government institutions are ‘public property’, whether the earning rights during its existence, or the allocating rights for remaining assets when closing should all belong to the investor.
