东北三省生态环境现状及“十一五”期间发展建议

在对东北三省生态环境建设状况和存在的问题进行分析的基础上,从经济发展模式、环境管理、政策和法律等方面,对引发这些问题的因素进行了分析,同时指出政策调控的重要性。从改变经济发展模式,走新型工业化道路、清洁生产、政策扶持等方面提出了东北三省恢复和发展生态环境的建议。

Based on the analysis of current ecological development status and problems existed in Northeastern provinces, with considering mode of economical development, environmental management and relevant policies and laws, the main effect factors were analyzed and the importance of the policy adjustment was given. Suggestions on eco-environmental restoring and development for Northeastern provinces were presented, such as changing the mode of economical development, taking the road of new-type industrialization, conducting cleaner production and providing policy support.
