摘要
在"十一五"期间我国水环境管理将从目标总量控制向容量总量控制转变、从单纯的化学污染控制向水生态系统保护的方向转变的大背景下,结合辽宁省辽河流域的实际情况,提出建立流域水环境综合管理体系,促进流域协调发展的建议。
During the period of Eleventh Five-Year Plan, the water environmental management will change from target gross control to capacity gross control and from simple chemical pollution control to water ecological system protection. Combined with the actual condition of Liaohe River Basin, suggestions on the establishment of water environmental management system on river basin were given for promoting the coordinated development of the river basin.
