摘要
自20世纪70年代末以来,中国经历了从计划经济向市场经济转轨的大规模的社会经济变革。这场变革不仅改变了中国的社会经济状况,也对中国的公共治理带来了重要影响。中央劳动行政部门的变革为我们分析市场转型对公共治理的影响提供了一个很好的案例。长期以来,中央劳动行政部门是中央计划经济的支柱之一。自改革开放以来,为回应市场转型的挑战,中央劳动行政部门进行了不断的机构调整和职能转变。通过分析劳动部机构和职能的演变,本文认为,中国劳动政策领域开始出现了新的治理模式。
Since the late 1970s,China has undergone a large-scale socio- economic transformation,which is characterized by the transition from the central planning to a market economy.Such a transition has not only changed Chinese economic and social conditions,but also posed important implications for the political governance in China.The case of the central labor administra tion in the context of market transition is a good example to show the emer- gence of a new mode of governance in China.As the national agency in charge of policies of labor,employment,wage and welfare,the central labor adminis- tration was one of the pillars of the central planning economy.Since the initia- tion of the economic reform,China's central labor administration has underg- one periodical institutional and functional changes.Focusing on the institu- tional and functional changes of the Ministry of Labor,this article examines how the central labor administration has responded to the requirements of the transition from the planned economy.By analyzing the bureaucratic responses of the central labor administration to the market transition,this article con- cludes that a new mode of governance has emerged in the policy areas of labor and employment in China.
