摘要
在行政改革实践中,政府绩效评估作为一种先进的管理机制、技术和工具,对于提高政府工作效能起着巨大的推动作用。而在政府绩效评估体系中,指标建构是核心问题,绩效指标的设置决定了政府工作的主要内容和努力方向。针对我国现有地方政府绩效指标中存在的问题,从政府合法性与价值标准重构的角度出发,可以在理论上构建一套基本涵盖政府工作各方面、较为全面的指标体系,并在问卷调查的基础上进行遴选,最终提炼出一套精练、有效的地方政府绩效评估指标体系。
In the process of administrative reform,government perform- ance assessment,as an advanced managing mechanism,technique and instru- ment,plays important role in improving the effectiveness of government.The development of performance assessment indicators,which determines the main content and developing orientation of the government,is crucial for a perform- ance assessment system.In regard to the problems currently existed in per- formance assessment indicators of local governments,the author argued that from the perspective of reconstructing government legitimacy and value stand- ard,a set of performance assessment indicator system can be developed theo- retically which are relatively comprehensive and covers various aspects of government's operation.On the basis of survey,the author filters the per- formance assessment indicator and abstracts a set of concise and effective per- formance assessment indicator for local government.
