摘要
通过对城市的各种政策文本以及政策演变轨迹的分析,认为当代中国城市中各种外来人员特别是乡城流动人员的权益状况、生活状况是制度性、政策性排斥的可预期结果。既有的户籍制度正在被包括住房制度在内的一系列城市新制度有效整合,成为城市新的排斥系统的构成要素之一。
Based on an analysis of cities＇ various policies texts ,and the roads taken by the policies evolution, this paper argues that the rights status and the living conditions of various incoming personnel, especially those who have emigrated from rural areas to urban areas are the anticipated results of institutionalized and policies-induced exclusion. The existing household registry system, being modified by new urban systems including the housing system, has become an essential component of the exclusion system in the city.
