海外石油投资是一项具有战略意义的举措。我国石油企业海外投资业务目前正逐步形成以中东—北非、中亚—俄罗斯及南美为中心的3大战略区域,并且日益显示出迅速增长的势头。但由于我国海外石油投资业务起步较晚,与西方跨国石油公司相比还存在很大差距,如资金不足、收益过低、机制不灵活、人才短缺等。进入21世纪后,经济全球化趋势日趋明显,应当抓住机遇,迎接挑战,采取更加积极主动的对策,如确立海外石油投资发展的总体战略;加强法制建设,尽快立法;进一步改革管理体制,以适应市场经济的要求;为企业“走出去”营造更好的多双边国际环境等,从而进一步扩大对海外石油资源的开发。

After entering the 21st century, the trend of economic globalization is increasingly clear, we should seize the opportunity, meet the challenges and take a more proactive approach, for example, to establish the overall strategy for overseas oil investment and development; Strengthen the building of the legal system, further reform the management structure to meet the requirements of market economy, create a better international environment for enterprises 'going out' , bilateral and multilateral, which will further expand its overseas oil resources development.
