摘要
近年来,短期劳动用工人数增幅较快,与此同时出现的问题也不少,主要表现在:流动性大,稳定性差;岗位(工种)涉及面广;整体素质偏低;管理水平参差不齐;工资待遇偏低,激励方式不够灵活;用工手续不完备,劳动合同的履行不够严肃;组织生活落不到实处。对此,必须有的放矢地采取相应措施,加强制度建设,规范用工管理,逐步解决劳动者素质、激励机制与合法权益的保护等问题。
Recently, the number of short-term labor had rapidly increased, while there are also a lot problems, mainly in: great mobility, poor stability; status (work) involves many aspects; low quality; management level mixed; low wages, inflexible; inadequate employment procedures, imprecise labor contracts; the lack of activities of Party. We must purposefully adopt corresponding measures to strengthen the building of systems, standardize labor management, and gradually resolve the quality of the laborers, incentive mechanism and the protection of legitimate rights and interests.
