摘要
文章以南水北调东线为例,剖析了跨流域调水的人工水资源系统与原行政区域内水资源系统管理体制之间的矛盾与冲突,对跨流域调水的综合管理体制与流域一体化管理体制的协调问题进行了研究。将政府部门的管理创新、网络组织的约束创新与市场主体的经营创新相结合,构建了宏观(政府调控)、中观(网络约束)、微观(市场运营)三个层面相结合的跨流域调水综合管理的体制框架,并建立了政策维、管理维、引导维、运营维、监控维五个维度的协调机制,形成了跨流域调水的立体化管理创新体系,为实现跨流域水资源综合管理提供决策支持。
Take the Eastern Route of South-to-North Water Transfers as an Example, the article analyzes the inconsistency and conflict of management system between artificial and primary administrative district, studies the coordination between the integrated management system of transferring water crossing river basin and the incorporate management system in river basin Combines the government's management innovation、network organization's stipulation innovation and market body's motion innovation together, from macro level、micro level、mid-level, organizes integrated management frame of transferring water crossing river basin combining macro level(government control)、mid-level(network restrict)、micro level(market manage), and sets up a five-dimensional coordination system which includes policy、management、induction、motion and inspection, forms integrated management innovation system of transferring water crossing river basin, provides decision support for realizing water resource integrated management crossing river basin.
