Stakeholder Analysis on Developing Community Health Services for Labor Workers in Shenzhen City

目的探讨深圳市为劳务工提供社区卫生服务的各利益集团及其相互作用。方法采用利益相关集团分析,根据卫生服务的供方、需方和第三方特点,明确了各个利益集团的利益、资源和能力。结果劳务工及用人单位、社区卫生服务举办机构及医务人员、私立医疗机构、医疗保险机构等是劳务工社区卫生服务的主要利益集团,拥有组织资源、财力资源、信息资源、文化资源和社会关系资源等,动用这些资源的能力主要听从政府公共权力决定。结论现阶段,在劳务工中开展社区卫生服务必须发挥政府的主导作用。

Objective The paper was designed to probe into the stakeholders of the community health service(CHS) for labor workers in Shenzhen City.Methods The stakeholder analysis was applied to define the interest,resources and the abilities on the basis of health service research.Results The stakeholders were classified as the labor workers and their employers,the CHS conductors and medical staff,the private clinics and the medical insurance.They owned the social resources such as the organization,finance,information,culture and social relationship,but the ability to use the resources depended on the governmental authority.Conclusion It is necessary for the government to play the leading rule in developing CHS for labor workers.
