In order to implement the concept of scientific development, we must solve the series of deep-rooted problems the traditional development model brings with from the overall strategic level and innovate in theory and practice. With the guide of green economic theory, to establish green policy system and law system, practise green public administration and push forward the transition of development model, all the above are active pursuit of new path to implement the concept of scientific development in an all-round way. It's no doubt that it has theoretical and practical significance to guide the economic and cultural transition for a large developing country through a systematic research on green economics.
