发展循环经济的资源价格障碍与对策

Barriers of Resources Price to Develop Circular Economy and the Strategy to Overcome Them

循环经济是一种全新的经济模式,对资源进行合理定价是发展循环经济的前提。目前,循环经济要求"低消耗、低排放、高效率"之所以难以成为企业自觉的选择,是因为发展循环经济面临着资源无价观念影响、资源市场价格偏低、资源价格体系扭曲、资源价格管理混乱和资源环境补偿不足等诸多的价格障碍。要突破价格障碍,必须树立资源价值观念、完善资源定价制度、建立环境补偿机制、创新价格管理体制并采取相应配套措施,使循环经济走上正轨并发挥其经济与环境双赢的作用。

Circular economy is a fully new economic model and proper price for resources is the precondition to develop circular economy. Circular economy asks for low exhaust, low discharge and high efficiency for the moment. The reason for the enterprises not to choose it consciously is that they will encounter many price barriers when they choose the circular economic model, such as the idea of priceless resources, too low market price, a frustrated price system, disorder in price management and insufficiency in compensation for resource environment, etc.. In order to overcome the price barriers, we must establish the concept of resource price, perfect the price system, build up the environment compensation mechanism, create a new management system and take other corresponding measures, making circular economy go to the right way and playing a win-to-win function in economy and environment.
